Jack, that's called a parking page. It's the default page put up by the
registrar (in this case GoDaddy) until the owner of that particular domain
name decides to put up something of his own.

I agree that it could possibly be trolling, this is the internet after all.
Or he could be a lurker, like I usually am, who prefers forums to mailing
lists. If he is trolling then he's a rank amateur. A troller who knows what
he's doing would have already had the forum up and running and populated
with a bunch of fake users etc.

All IMHO.
